Imperatives for Change (IFC) Technical Manual

This webspace is designated to facilitate conversation about the Coordinating Board for Higher Education's (CBHE) Imperatives for Change: Building a Higher Education System for the 21st Century technical manual. The technical manual is intended to supply accurate information about the methodology, definitions, sources, and limitations of the data used to measure indicators in the CBHE coordinated plan.

The Public Comment Process

The Public Comment process is an opportunity to refine the methods and definitions underlying the IFC. Some indicators have relatively set and formulaic data methods (obvious data from IPEDS and EMSAS). Other definitional elements and methods may be somewhat controversial; while still others in the manual at this point have little definitional or methodological description.

How You Can Help

Provide SPECIFIC feedback on:

• Comments on definitions and methods as published
• Preferred alternate methodologies
• Feedback about potential methods of actual data acquisition and commentary on the relative ease of acquiring this data at an institutional level
• Indicators for which we have the least information can be found on the "Special Attention" tab of the Index

The Online Technical Manual Format

• Currently, you are not required to register in order to leave comments and view the technical manual. Registration will automatically sign your comments and allow us to track the popularity of certain pages and overall use of the manual. To register and become a member of the mdhe site, click the sign up for an account link at the bottom of the page. When returning to the website go to the bottom of the page and enter the password for membership: mdhe. If you choose not to register, please remember to sign your posts.
• At the bottom of each page is a "Comments" module. Simply left click add a new comment and provide your comments. You may also reply to others comments.
• Items in RED indicate particular definitional or methodological elements that are undecided.
• A "Special Attention" tab in the Technical Manual Index groups those indicators which require considerable feedback on definitions and methodology.
• As available, MDHE staff have uploaded data and charts for many of the indicators. These may be accessed through the Indicator Data and Indicator Graphics tabs.
• You may notice that no benchmark comparisons are reported. Other than where indicated, MDHE staff intend to use the four benchmark groups below, if other benchmark comparisons seem appropriate please comment on that measure.

  • Surrounding states: include Illinois, Kansas, Iowa, Arkansas, Tennessee, Kentucky, Oklahoma, and Nebraska
  • Top ten best funded states (average): These are the ten states with the highest appropriations per FTE in 2006 as published by Grapevine. They include Alaska, Connecticut, Georgia, Hawaii, Massachusetts, Nevada, New Jersey, New Mexico, New York and Wyoming
  • Top performing state for each indicator
